Summary: This bill is a small fix to 1090 from last year that specifically allows for ratio utility billing, so long as the total amount billed to all tenants does not exceed the total amount charged by the utility provider, there is no markup applied except as allowed by law, any common area utilities are excluded from the tenant allocation, and the method of allocation is clearly and conspicuously disclosed.
CHC Position/Concerns: SUPPORT - The Colorado Housing Coalition is in support of this bill as it clarifies that housing providers are able to appropriately charge all residential tenants, not just those in a single-family home, for utility usage so long as doing so is in compliance with existing Colorado law.
CHC Advocacy Efforts:
- January: the CHC voted on our support position, and registered our position with our lobbyist. We are participating in stakeholder meetings and dialogue with the bill sponsors, if necessary.
